In this talk I will discuss recent experiments aimed at using graphene to created resonant optical cavities with effective refractive indicies of n&gt;150.  These cavities are created using a novel bottom-up block co-polymer lithography process combined with an etching procedure that can produce periodic graphene nanostructures with lengthscales &lt;10nm.  We show that these cavities strongly interact with their environment, and can approach quantum limits where plasmon-plasmon interactions and spontaneous emission processes begin to deviate from standard behavior.  We further show that large arrays on these cavities can form a new, tunable effective medium that can be used to tune metallic and dielectric metasurfaces.<br/>
