Toxicity testing traditionally relies on costly, time consuming, animal use intensive methods that while proven effective are time consuming and costly. New approaches such as those being developed by the Tox21 Consortium are needed to evaluate the potential risks possibly associated with exposure to the tens of thousands of chemicals in commerce in a reasonable time and cost, but it will be necessary to build confidence in the minds of the executive, legislative and judicial branches of government as well as the general public that such alternatives are good enough to inform risk decisions. Key legal, economic, political, risk communication and technical issues will be discussed to describe key points to consider to make the case that the new methods are as good or better than the old and to maximize the likelihood of an effective phased, evolutionary process to accomplish the transition from conventional testing to Tox21 approaches.
