We have explored dielectric measurement methods spanning the frequency range between 10 mHz and 100 GHz.  At frequencies below 1 MHz, a parallel plate capacitor method provides accurate permittivity and loss results.  At frequencies above 1 MHz, there are two general types of measurement techniques, resonant and transmission.  Resonant measurements are at discrete frequencies and have high accuracy for low loss dielectrics with dissipation factors below 1%.  We have established several resonant methods: a dielectric post technique in the 1-10 GHz range, a split-cavity method between 15-20 GHz and a Fabry-Perot method between 20-40 GHz.   A reflection method for the 1 MHz to 2 GHz frequency range was specifically developed for polymers and polymer composites. Transmission/reflection methods have the advantage of being broadband and cover a large frequency range (1MHz to 110 GHz); however, the accuracy limits measurement to high loss samples<br/><br/>The permittivity and dissipation factor of polymers (acrylate, epoxy and silicone) and oxides (silica, alumina and barium strontium titanate) were characterized over a wide frequency range. Polymers had relaxation frequencies in the MHz-GHz range at room temperature, which were attributed to side group polarization.  Low permittivity oxides, such as silica and alumina, do not have significant dielectric relaxation up to frequencies of 100 GHz; however, high permittivity barium strontium titanates show a significant increase in dielectric loss with frequency.  The relative contributions of polymer and oxide constituents and the interface to the dielectric properties will be presented for polymer-oxide composites.<br/>
