In high ionic strength, highly alkaline solutions where water activity is low, such as in the radioactive liquid waste stored in tanks at U.S. DOE nuclear sites, restricted water motion substantially modifies the hydrogen bonding network and solvation behavior, influencing the chemical and physical properties of these solutions at the mesoscale. At interfaces, coupled physical and chemical restrictions on water dynamics apply, resulting in phenomena such as nanoporous alteration layers. Irradiation plays a role in driving solution phase speciation and interfacial reactivity far from equilibrium, and the effect of radiation environments on intermediate species and cluster formation must be considered. Here, results from Interfacial Dynamics in Radioactive Environments and Materials (IDREAM), an Energy Frontier Research Center, will be presented in terms of the application of experimental and computational approaches to probe how water structure and dynamics are constrained under complex, far-from-equilibrium conditions.<br/>
