An electrostatic-elastic membrane system has been studied.  Conditions of a volume constraint and varying elastic cap have been added to the system.  A mathematical model has been derived and physical experiments have been performed to validate the model.  It is shown experimentally that the varying elastic cap can be used as a tunable parameter to control the instability of the system which results as voltage is increased.
