Managing constant changes occurring within an organization's basic chemical R&D program poses huge challenges.  In order to address the risks associated with basic R&D, USAF follows OSHA (29 CFR 1910.1450) and Air Force Instructions (AFIs) to analyze risks at a system level. An important component of this risk analysis is hazmat management and control, which accounts for chemical's cradle-to-grave accountability. Chemical procurement, dispensing, use and disposal are tracked to minimize stockpiling and reduce environmental impact. Various ESOH tenants i.e., system safety, bioenvironmental engineering, environmental management  perform assessments and audits to manage  risk levels by employing a risk assessment matrix, which require different levels of management approval.Distribution A: Approved for public release, distribution unlimited
