National Library of Medicine (NLM) efforts to assist first responders and others include tools provided free to users.  One tool is CHEMM, the Chemical Hazards Emergency Medical Management resource.  CHEMM has been designed as a resource for first responders, first receivers, and other healthcare-related personnel to plan for, respond to, recover from, and mitigate the effects of mass-casualty incidents involving accidental or terrorist releases of chemicals. It is the result of a collaborative effort between the U.S. Department of Health and Human Services, Office of the Assistant Secretary for Preparedness and Response (ASPR) - Office of Preparedness and Emergency Operations (OPEO) and NLM's Division of Specialized Information Services (NLM SIS).  CHEMM was developed with input from many types of experts, and it provides evidence-based information and guidance on topics such as quick chemical identification, acute patient care guidelines, and initial event activities. CHEMM uses information from Federal government and other resources, and it also contains extensive original content such as medical management guidelines and a toxic syndromes decision support tool developed with the help of emergency medicine physicians, medical toxicologists, and others with expertise in chemical mass casualty response. CHEMM has been designed to be easy to use, intuitive, and able to provide accurate, trustworthy information when and where it is needed, e.g., on-site at an emergency. It is available for download as a standalone application on Microsoft Windows PCs and Macs, and online via the CHEMM Web portal.
