The National Natural Science Foundation of China (NSFC) was founded on February 14, 1986. Its main responsibilities are:1. To direct, coordinate, and financially support basic research and applied basic research;2. To identify and foster scientific talents;3. To promote science and technology;4. To advance economic and social development in China. 2011 marks the 25th anniversary of the founding of this organization. On this occasion an international evaluation committee (IEC) was invited by the NSFC and the Ministry of Finance of the People's Republic of China to evaluate the Foundation. The IEC was charged with the responsibility of critically assessing the past performance of the NSFC and making recommendations to promote its future development. I had the pleasure of chairing this exercise, and I want to provide you with a personal account of what this effort entailed and what we recommended.
