Horizontal Gaze Nystagmus (HGN) is an eye movement examination given by a police officer to a person suspected of alcohol or drug impaired driving. The procedure for giving the examination has been standardized by the National Highway Traffic Safety Administration as one of its Standardized Field Sobriety Tests (SFSTs). Police Officers learn to perform this examination during a three day SFST training course, which includes an extensive training manual. When performed and evaluated correctly, the Horizontal Gaze Nystagmus examination is considered the most accurate of the field sobriety tests in predicting whether a driver is over 0.08%.  Many police agencies are using in car video systems to record arrests, including field sobriety tests.  This study examines a random sampling of police arrest videos in which the HGN examination can be observed, and presents a new graphical mechanism for evaluating how well the officer did in following the correct procedure for performing the HGN Examination.
