The development and evolution of a safety program at a small college is distinct from the parallel path at a research university due to vastly different institutional parameters.  This paper will describe one such experience with the assumption that many variables are shared by other small colleges.  The challenges are obvious, the opportunities are considerable and the joys are unexpected.
