We present both steady state and ultrafast laser experiments that clarify the origin of the photodamage and photoprotection mechanisms in short DNA oligomers.  Both sets of studies are consistent with the formation of A(+)-T(-) intrastrand charge-transfer dimers that prevent the formation of thymine dimers.  The wavelength dependence of DNA photochemistry is utilized as an important tool for unravelling the complicated photophysics of mixed-base oligomers.
