The Safety Culture Task Force formed by the ACS Committee for Chemical Safety prepared a report that can be a tool for the academic community to build and strengthen their safety cultures.   Safety culture and its impact on an organization are discussed.  A strong safety culture and each of seven essential elements of strong safety cultures are described in detail.  Prominent among these elements are leadership and education of students in basic laboratory and chemical safety.   More than 70 topics are suggested to be part of the undergraduate educational process.  Continuous learning is emphasized.  A comprehensive list of resources for laboratory and safety information is presented.  Seventeen recommended actions are suggested to aid in implementing the seven essential elements of strong safety cultures.  These same recommendations may be used as criteria for recognizing �bright spots� � those institutions that are worthy of emulation.
