Capacitive deionization (CDI) technology may be used to help North Central Drought Areas solve fresh water and energy shortage. CDI, as a water deionization method, has following benefits: 1) low operation pressure, 2) low operation voltage (< 5 V), 3) recoverable energy (as an energy storage system). High silica/alumina biomass was used as initial materials to prepare sustainable hierarchical mesoporous graphitic carbon � silica/alumina composite materials. The electrodes, of CDI based on those materials, shown benefits such as faster mass transfer, faster answer to electrical changes and better fouling/scaling resistance. Furthermore, energy consumption of brackish water desalting was reduced to 0.2~0.4 kWhr/m3 in laboratory test with mimic brackish water. The energy recycling efficient was higher than 85%. The water recovery was greatly improved to higher than 60%. The brackish water desalting cost can be reduced to similar to city water facility process cost, i.e. less than $2/kgal by using these innovative hierarchical mesoporous graphitic carbon � silica/alumina composite materials to fabricate electrodes.
