Petroleum production out of ocean-bottom offshore petroleum deposits often coincides with abundant fisheries in ocean over the world. Significant conformity is observed between chlorophyll/plankton concentration distribution and the offshore petroleum deposit distribution in all major offshore petroleum deposit regions from field data. Although, most studies on the consequence of oil spills to marine eco-systems in the literature have focused mainly on hazardous marine pollution caused by spilled petroleum at high concentration dosed into marine environment. However, some of those laboratory experimental data clearly indicate stimulation of plankton population at properly low concentration levels of petroleum hydrocarbon compositions dissolved in sea water. Further, the increase of hydrocarbon concentration makes the microorganism growth from its stimulation to inhibition upon crossing over a critical concentration level, a plankton stimulation/inhibition threshold concentration (SITC) of hydrocarbons from laboratory data. A first model is developed to assume that the natural diffusion of hydrocarbons out of ocean-bottom over offshore petroleum deposits into ocean water may play a major role to provide marine organism in propagation. A second model is developed to assume that low concentration of petroleum hydrocarbons may rather propagate planktons. Those models are attempted to be proved by making use of field data and laboratory data in publication.
