The Tobacco Control Act is similar to that of science based laws, including laws implemented by other Food and Drug Administration centers and the Environmental Protection Agency.  Common elements include risk assessment and communication, defining and protecting public health, and the credibility and application of industry funded research.    Thus, it is logical and likely that someone with chemical-related expertise and experience could transition to Tobacco Control Act-related work.
