The Clean Water and Safe Drinking Water Act and their application by designated agencies in New Jersey establish a regulatory and non regulatory framework for various physical, biological, and chemical parameters.  Real time monitoring can be used to guide comprehensive water resource management on intra and interstate issues related to setting surface water quality standards,  total maximum daily loads, allocation and discharge permits, design and operation of wastewater discharge, pumped storage diverting stations, and water supply intakes.   This paper will compare and contrast the spatial and temporal relationships between the facilities and the laws and regulations in relation to real time monitoring.
