The challenges of drinking water quality related to emerging organic micropollutants, algae, taste and odour, and disinfection by-products in water treatment are discussed. Permanganate (Mn(VII)) as a strong oxidizing agent has been already widely used to control dissolved manganese, taste/odor, and formation of disinfection byproducts in water treatment plants due to its comparative stability, ease of handling, and relatively low cost, as well as nonhalogenating properties,. Also, Mn(VII) is attractive because its normal reduction products, Mn(III/IV) solids, are environmentally friendly, and can act as coagulant aids to improve the performance of coagulation and filtration processes or as mild oxidants/adsorbents to further remove the constituents of concern (e.g., trace toxic metals). This paper reviews the aqueous chemistry of Mn(VII) and its engineering applications as a preoxidant in China over the past decades. Moreover, the common oxidant Mn(VII) has shown great potential for the oxidative removal of electron-rich moieties containing micropollutants such as endocrine disrupting chemicals, pharmaceuticals, and personal care products. Recent advances on this aspect including reaction kinetics, transformation products, and associated biological effects are presented.
