Prior to the passage of the Affordable Care Act (ACA), the rules governing the small group and individual markets varied from state to state. This led to a great deal of variation among states as to what polices were available in the market, the benefits and costs covered by those policies, and the associated premiums. The ACA established a floor for what must be covered under small group and individual policies, how premiums are calculated, and it set certain market rules such as coverage of preexisting conditions. In addition, the ACA set up state markets (the Exchanges) for consumers to compare and select standardized health insurance policies. This presentation will review the rules established by the ACA and the options available to small and individual market consumers in three states.
