At the National Institute of Standards and Technology, hazard identification, mitigation and risk assessment must be completed prior to performing any work activity that presents hazards beyond those encountered in a typical office. In the Material Measurement Laboratory, this is accomplished using an on-line database system, developed in-house. The web-based system is used to enter or upload all information needed to review potentially hazardous activities. The system provides electronic routing for review of the information and approval by managers, and maintains a record of all reviews and approvals. For each work activity staff are authorized by their supervisors to perform the work, based on successful completion of any required training. The system was designed so that users can view all hazard reviews and associated documents, allowing scientists to share best practices and hazard mitigation strategies. The system also allows managers and safety professionals to easily determine who is working with which hazards in which spaces. This presentation will focus on a description of this in-house hazard review and approval database system and its use as a risk assessment tool for work performed in typical chemistry laboratories in the Material Measurement Laboratory at NIST.
