First, variational principles shall be reviewed for ground states and excited states in time-independent density functional theory. Then exact constraints, and the philosophy behind their derivations, shall be given for approximating the corresponding universal functionals.<br/><br/>These constraints include those arising from consideration of both homogeneous densities and inhomogeneous finite densities whose coordinates are uniformly or non-uniformly scaled, from use of the adiabatic connection, fraction electron number, fractional spin, the flat plane condition, the ionization energy theorem, and from sum rules for the exchange and correlation potentials.<br/><br/>The lecture shall begin and end with memories of and thoughts about Bob Parr.
