Algal blooms affect drinking water quality and treatment.  Analysis of spectrophotometric data gathered at a frequency of once every hour using neural network analysis had not provided definitive indicators other than total organic carbon.  These analyses correlate the changes in diversity and concentration of the algal bloom, before, during and after an algal bloom on an hourly, daily and weekly frequency. .    What is not characterized are parameters that are associated with horizontal gene transfer.  This paper will explore the concepts and parameters that may be used to describe and observe horizontal gene transfer in mycobacterium and other microbes on which HGT studies have focused.   The algal database and monitoring station data at USGS 01389005 Passaic River, New Jersey  and other nearby USGS monitoring stations will be reviewed.  Suggestions for future research will be offered for discussion.
