Ions and molecular dipoles have metastable configurations at aqueous interfaces that give rise to inherent electric fields in the surface region.  This surface potential is measured as is the organization of the water, solute, and insoluble surface active components through spectroscopic means and imaging.  3D vs 2D molecular organization of marine relevant interfaces is discussed to understand the basic science underpinnings of atmospheric aerosol and ocean surface chemistry.<br/>
