Optimizing interfacial compatibility is one of the core issues in constructing high-performance polymer blending systems. There are few reports on synergistic compatibilization modification based on the interaction force between the compatibilizer and the blending component chain and the stereocomplex effect. In this article, we designed a new type of diblock copolymer PECH-<i>b</i>-PDLA as a compatibilizer for PLLA/CHR blends. Using the proper van der Waals force of polar halogen atoms and the stereocomposite structure of PLLA, the interlock mechanism between molecular chains is realized. Significantly enhance the adhesion between the dispersed phase and the matrix, and effectively improve the PLLA/CHR interface compatibility and phase morphology structure. It not only solved the problem that the tensile strength of PLLA decreased sharply after toughening, but also obtained green polylactic acid material with high crystallization rate, quasi-continuous phase structure and excellent mechanical properties.   The material has a maximum impact strength of 143.9kJ/m<sup>2</sup>, which is 53.3 times that of pure PLLA; the elongation at break can reach 467.2%, which is 21.8 times that of pure PLLA. This research provides a new perspective for the preparation of high-strength and high-toughness PLLA materials.
