In recent years, net-zero has become one of the most frequently uttered buzzwords in climate change policy circles. The fact that net-zero emissions goals have become ubiquitous in climate change policy shows that the focus on raising climate ambition has helped produce more ambitious targets. However, what matters is whether or not they are ultimately achieved. For this reason, the importance of holding governments accountable will only grow to ensure that they follow through on their commitments. Drawing on experiences from three UN Climate Change Conferences, including COP 26 in Glasgow, this paper traces the shift in focus from ambition to accountability that will be vital for achieving net-zero emissions goals.
