One objective of the sensors symposium is to understand the flux of chemicals that are entering the oceans worldwide.  The largest rivers in the world offer an enticing source of that information.  However,  sensors at the mouth of those behemoths may not have the sensitivity to detect chemicals that are diluted a trillion fold by fresher and cleaner waters.   Therefore the size of the watershed and the nature of the source of chemicals needs to be considered If one is to locate the monitoring station and sensor where data can be reported reliably.  The purpose of this paper is to provide one example of that effort.  In this example, the location of USGS 01389005 at the confluence of the Passaic and Pompton Rivers in New Jersey USA was based on different objectives.  Two objectives were: one,  to supply three intakes owned by three different agencies with the highest quality source water at the least capital and operating cost; and, two,  to discharge an acceptable concentration of wastewater contaminants at low flows to meet stream standards and to prevent contamination of drinking water by untreatable contaminants.  This location was chosen in 1986.  Analysis of this problem was simplified and complicated by the<br/>sensors available at that time that could provide real time data to each of the water supply agencies.  The fact that this station,  USGS 01389005,  has been operating and funded for over 30 years lends credence to the location and design of the station,  because there have been many changes that might have made the station obsolete.  For example,  the cost of  drinking water treatment,  the cost of wastewater<br/>treatment,  the cost of pumping,  the cost of sensors and the drinking water standards have all changed.  This article will summarize the pros and cons of the location with respect to each of those changing circumstances.   Then those findings will be used to select locations on the largest watersheds in the world.  This analysis will be made available to individuals at the ACS conference.  Their opinions and interest  in developing a world wide web of real time water quality/quantity monitoring stations with a variety of sensors will be solicited.
