Water electrolysis is one of the greenest ways to produce hydrogen and oxygen. The produced hydrogen can be used as a green fuel while oxygen can be released in the environment as breathable gas or used in advanced batteries such as metal-air batteries. Although, hydrogen production via electrolysis is one of the cleanest ways to generate green energy, however, it requires electrocatalysts to reduce the overpotential of hydrogen and oxygen evolution reactions.  Platinum and rare-earth metal-based materials are currently used as efficient electrocatalysts which are very costly and thus commercialization of this process is challenging. In this research, efficient as well as cost-effective electrocatalysts were developed using metal-oxide frameworks. Cobalt oxides-based nanostructured metal-organic frameworks were synthesized using hydrothermal methods. The porosity and electrochemical properties of the synthesized metal-organic frameworks based-cobalt oxides were tuned by a facile calcination process at various temperatures. The optimized electrocatalyst required an overpotential of 75 mV to generate a current of 10 mA/cm<sup>2</sup> for hydrogen evolution reaction. Due to the sluggish oxygen evolution reaction, the optimized electrocatalysts required 370 mV as overpotential to produce a current of 10 mA/cm<sup>2</sup>. The electrocatalysts showed a very uniform and stable performance during cyclic testing and chronoamperometry measurements suggesting their suitability for commercial applications.
