On January 27, 2021, President Biden signed an Executive Order (EO) on Tackling the Climate Crisis at Home and Abroad. This order required that an overarching Climate Adaptation Action Plan be developed by the Environmental Protection Agency and that each of its program offices and regions also develop related implementation plans. The Office of Chemical Safety and Pollution Prevention (OCSPP) has developed a Climate Change Adaptation Implementation Plan (Plan) to integrate climate adaptation into its portfolio of activities which includes pesticide regulation. A major aspect of the Plan includes consideration of the impacts of climate change on agriculture and food security. Key aspects of the Plan will be described. They include identifying programmatic vulnerabilities and resulting priority actions that will be taken to address adaptation concerns associated with these vulnerabilities. Vulnerabilities include potential pest complex changes in crops and regionally, introduction of novel disease vector and invasive species, issues associated with extreme weather events, supply chain and infrastructure impacts, and possible changes in agricultural production practices. The resulting priority actions that will be undertaken to address such vulnerabilities are varied and tied to the five key adaptation priorities described in the Agency action plan. The major action items for OCSPP include streamlining processes for bringing climate adaptation favorable chemistries to market, training and communication, enhancement of decision-making processes, integration of resiliency, and the development of a framework that is intended to ensure the most up to date data and methods are employed in OCSPP activities. Examples of specific activities tied to the major actions will also be described such as efforts to enhance stakeholder training on climate adaptation, consideration in risk management approaches, and ensuring the most current weather and monitoring data are used in assessments.
