This paper describes the steps taken to implement a full-scale research “ monitoring and measuring” evaluation of an operational pipe undergoing insitu renewal. The trial involved the full renewal of a large-diameter water distribution pipeline segment within the Great Lakes Water Authority (GLWA) system in southeast Michigan. The purpose of this paper is to document the design and construction steps necessary for implementing such a project so that other utilities might build on and improve efforts in developing and implementing their own trials. The pilot pipeline renewal project consists of the rehabilitation of approximately 180 lineal feet (LF) of 48 in. 1913 vintage cast iron pipe approximately 10 feet below ground surface. The collaboration included members of GLWA, Structural Technologies, Inc., the University of Michigan (UM), and supporting GLWA construction contractors. The pilot objectives were to compare design, constructability, in-service structural performance, and economics of two distinct, state-of-the-art, full structural (AWWA Class IV) steel composite liners (SCL), designed per AWWA C305, on a 48-in. diameter cast iron pipe. The benefits of this research include improved understanding of how research efforts can inform engineering decision-making, the interaction of lining types with pipe structural elements undergoing variations in pressure and temperature, and methods for improving the assessment of infrastructure trials and pilots.
